Is President Bush just plain evil?
I don't usually post on purely national issues that don't have some sort of MN focus, but I'm really fucking pissed off by this one. President George Bush gave a National Security Presidential Directive last Friday, May 18th, that allows him to lead the entire government not just the executive branch in case of a "catastophic emergency." What's a catastrophic emergency, you ask? Just about anything he wants it to be.
- "Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;
[emphasis mine]
(NSPD 51)
So The Decider can decide that an event of some kind (and not one necessarily in the US) is a "catastrophic emergency" and then can define himself through NSPD 51 as the National Continuity Coordinator or KING responsible "for coordinating the development and implementation of Federal continuity policies." Our system of government is replaced by a
- 'National Essential Functions,' prescribes continuity requirements for all executive departments and agencies, and provides guidance for State, local, territorial, and tribal governments, and private sector organizations in order to ensure a comprehensive and integrated national continuity program that will enhance the credibility of our national security posture and enable a more rapid and effective response to and recovery from a national emergency.
Otherwise known by the acronym of FEUDALISM. Okay. I'm being a little snarky. But I'm angry. The US Senate, US House of Representatives, Judiciary and all levels of local government would be replaced by the ECG.
- "Enduring Constitutional Government," or "ECG," means a cooperative effort among the executive, legislative, and judicial branches of the Federal Government, coordinated by the President, as a matter of comity with respect to the legislative and judicial branches and with proper respect for the constitutional separation of powers among the branches, to preserve the constitutional framework under which the Nation is governed and the capability of all three branches of government to execute constitutional responsibilities and provide for orderly succession, appropriate transition of leadership, and interoperability and support of the National Essential Functions during a catastrophic emergency.
Wow. So let's say Georgie claims that Iran has nuclear weapons (otherwise known as WMDs) and intends to use them. Due to vagueness of a "catastrophic emergency" this could qualify as one. Let's say Iran is pissed off at us for attempting to destabilize their government (which is already true, The Shrub gave the CIA the orders today), so they've been racheting up the rhetoric. Let's also imagine that His Shrubness's polling numbers are around 25% and Congressional Democrats are building support for impeachment. Furthermore, the resignations and criminal convictions from within his Administration are leaving the White House rather empty ... in other words, he's feeling cornered and friendless. So he declares himself KING, our political system switches to FEUDALISM and KING George begins replacing opposition politicians in key posts to ensure continuity of government. Due to the protests on the streets, he declares martial law and the few National Guard troops left in the country are deployed to maintain order.
You think I'm kidding? Read the sucker. He can give himself dictatorial powers under easy-to-manipulate circumstances. Considering the hubris and arrogance that the Bush Administration has shown, I would not put it past them.

An attempt to amend the Constitution by Presidential Directive
Only Congress has the power to amend the Constitution. NSPD_51 is absolutely unconstitutional.
I totally agree
In fact, I had a person give me copies of this last night, urging me to blog about this. Thank you for getting there first.
